Can this stick on the same surface as the painting and still be able to accurately point towards my frame?

No, light will just point across and not on picture. light beam is adjustable, but best if light beam is positioned 30-60 degrees from base.

How narrow is the spot (in degrees)?

Of course, it depends on how far away you put the spot from the object being lighted. I have mine on the ceiling, about seven feet from art on the walls. The circle of light projects to about five feet around.

Can these lights be used to helping grow indoor plants like ming aralia?

No. They are not grow lights.

Are each light 270 lumens or are all 270 in total?

3W-270 LM indicates that the information is per each individual unit and not the total four included in the pack.

Does each light have to use it's own remote or does one remote control them all?
